The Regulatory Affairs department is growing department within the Company.
Our role is to establish and maintain a constructive regulatory environment.
This position provides technical and policy analysis and support which will include the development of rates for the implementation of complex electric and natural gas utility regulatory matters and other energy-related issues and the development of analysis to support the Company's strategic regulatory needs before the Montana Public Service Commission (PSC).
The position will be key in supporting the Company's strategic efforts to move cost of service and rate design in house and duties will include work related to cost of service and rate design with the ability specialize in cost of service and/or rate design.
Responsibilities include researching, developing, managing, and defending in regulatory processes NorthWestern Energy's electric and natural gas filings before the PSC and the Federal Energy Regulatory Commission (FERC), including cost of service studies and/or pricing/rate design proposals.
This position will have an emphasis on rate design and report to the Director of Regulatory Affairs - Montana.

About this job: Responsible for a variety of tasks and duties, which may include, but are not be limited to, the following: Developing, drafting, and preparing exhibits, studies, schedules, work papers and testimony for all general rate case applications and other cost recovery proceedings filed with the Montana Public Service Commission ("PSC").
More experienced analysts in this position will be expected to provide testimony as a witness representing NorthWestern before the PSC Developing and preparing rate surcharge, adjustor and other similar filings submitted to the PSC.
More experienced analysts may be expected to project manage the development and execution of these filings before the PSC Developing, drafting, and preparing responses to data requests received in regulatory proceedings Developing, drafting, and preparing required public notices of rate and tariff changes.
Developing, preparing, and maintaining tariffs Developing, drafting and preparing letters in response to the Company's regulatory needs.
Ensuring company compliance with Montana PSC decisions and other directives Conducting economic and cost/benefit analyses for company projects and/or valuation of acquisitions, and feasibility and cost of service studies Support the development of energy utility and related industry studies.
More experienced analysts will be expected to lead the development of these studies Performing rate-related research projects and other regulatory and utility operating and management matters Support the development of studies related to customer growth, usage, and industry challenges, as well as statistical comparisons with other utilities.
More experienced analysts will be expected to lead the development of these studies More experienced analysts will be expected to provide updates regarding PSC rules, regulations, standards and practices, and the regulatory activities of other public service corporations Foster a constructive relationship with Montana Public Service Commission and Staff, Montana Consumer Counsel and other key stakeholders Travel up to 10% per year for to trainings, meetings, and conferences Performing other assignments and tasks as directed All NorthWestern Energy employees are required to adhere to company safety standards and the Code of Business Conduct & Ethics Ensure all actions are consistent with NorthWestern Energy's values, mission, and strategic business objectives Am I right for this job? Here's the success profile: Required knowledge, skills and abilities include, but are not limited to: Strong background in finance, accounting, economics and statistics with minimum requirements including a Bachelor's degree in accounting, finance, engineering, economics or comparable, relevant professional degree.

Proficient in Microsoft Excel at the advanced level, as well as MS Office and PowerPoint.
Ability to perform complex work with accuracy and timeliness.
Excellent interpersonal, oral, and written skills.

Must be dependable, punctual, and have good attendance.
